Introduction --------------- The Research Institute for Advanced Information Technology (AITEC) was established in the Japan Information Processing Development Center (JIPDEC) as one of its sub-organizations. One of its roles is the dissemination of the Fifth Generation Computer Systems (FGCS) Technology which was developed through Japanese national projects, ``Fifth Generation Computer Systems Project (1982 - 1992)", and ``FGCS Follow-on Project (1993 - 1995)". To realize this purpose, AITEC distributes the software (IFS: ICOT Free Software) which was developed in these two national projects. It also maintains the software, and promotes development of new software related to IFS. Through those activities, it intends to expand and disseminate parallel symbol processing and knowledge processing technologies. AITEC started offering contract research projects in FY 1995 by the support of The Mechanical Social Systems Foundation, with the aim of software resources in the field of parallel symbol processing and knowledge processing. This contract research project will be continued untill FY 1998. This announcement informs you of ``call for proposals" to contract research project which supports research and development software for parallel symbol processing and/or parallel processing as its central technology. 2. Purpose of the Contract Research ----------------------------------- The purposes of the Contract Research Project are as follows: (1) To promote research on parallel symbol processing and knowledge processing. (2) To exchange research ideas in the related fields through opening software developed in this contract research. (3) To promote the use of the software as tools. 3. Instructions for Proposal Preparation ---------------------------------------- Your Proposals should be received by AITEC no later than 9th June, 1997 Monday (JST) --------------------------- All submissions should be done by e-mail. 3.1 Who may apply ----------------- Researchers who will open the software under the terms and conditions similar to IFS can submit proposals. Please refer http://www.icot.or.jp/AITEC/IFS/list/using-IFS-J.html for the terms and conditions, or please contact us to get it. The researchers are not restricted to Japanese, and residents in Japan. 3.2 Topics of Interest ---------------------- Related to parallel symbol processing and/or knowledge processing technologies. Proposals on experimental application systems are especially welcome. 3.3 Number of Contract Research to be awarded --------------------------------------------- In FY 1997, we will support * Approximately 15 one-year research proposals * Approximately 5 two-year research proposals 3.4 Scope and Type of Support ----------------------------- (1) Approximately 1,500,000 yen will be given to each awarded project. This support will be provided by Japanese Yen. This amount will include all of overhead if necessary. (2) Contractor will be informed of the method of payment, handling of resulting software, afterward. (3) Even two-year project, contractors are requested to provide us intermediate results of the software, and intermediate report, etc. at the end of the first fiscal year. (4) The contractor is requested to open the software to the public under the terms and conditions similar to ICOT Free Software (IFS), and the copyright of the software remains with the contractor. Please refer to http://www.icot.or.jp/AITEC/IFS/list/using-IFS-E.html for terms and conditions for IFS, or please contact us to get it. 3.5 Contractor Expectations --------------------------- (1) Intermediate Progress Report of 250 words in English is expected to be sent to AITEC around the end of November 1997 (the precise deadline will be informed later) by e-mail. This report should include * The purpose * The research method * The intermediate result * The future plan (2) Project Final Report of about 30 pages written in English is expected to be sent to AITEC at the end of February 1998. This report should be sent even if the project is a two-year project. The report should be sent by e-mail. Besides the report, resulting software and files describing README, user manuals, installation manuals are also expected to be sent to AITEC by ftp. Copyright of the report should be transferred to AITEC, and the Mechanical Social Systems Foundation, and the copyright of the software will remain with the contractor. (3) If your software is splended enough, AITEC may invite you to the ``Workshop on awarded projects" which will be held around the end of February 1998 for the presentation of your research with demonstration of the resulting software. (4) Expense plan is expected to be sent to AITEC. Contractors are expected to expend according to ``Expense guideline" which will be informed later. (5) Adjustment of the accounts, and keeping copies of receipts are expected, and they are expected to be sent to AITEC until the end of March 1998. (6) Besides the above, progress of research etc. is expected to be reported to AITEC if we request. 3.6 Period of Support --------------------- Expence of awarded projects will start at June 1st, 1997. Thus, the period of support is from June 1st 1997 to 31st March 1998. 4. Proposal Processing and Review --------------------------------- Proposals will be reviewed by peer reviewer who are researchers from appropriate research fields, and award will be determined by the refereeing committee. Notification will be made until 1st July, 1997 Tuesday (JST) ---------------------------- by e-mail. All of comments from reviewers will be sent to all applicants. Criteria by which the proposals will be judged include the followings: (1) Contribution for stimulating other researchers. (2) Resulting software is expected to be used by researchers as tools. (3) Research plan and participants of the project are expected to be suitable for developing the resulting software. 5.
